Chairperson (part-time position)

National Capital Commission

The National Capital Commission is a federal Crown corporation dedicated to ensuring that Canada’s Capital is a dynamic and inspiring source of pride for all Canadians, and a legacy for generations to come. The corporation is responsible for planning, as well as taking part in the development, conservation and improvement of Canada’s Capital Region. It fulfills this role through the following areas of activity: setting the long-term urban planning direction for federal lands in Canada’s Capital Region; guiding and controlling the use and development of federal lands in Canada’s Capital Region; managing, conserving and protecting National Capital Commission assets (including Gatineau Park, the Greenbelt, real property, and other assets such as bridges, pathways and parkways); and maintaining heritage sites in Canada’s Capital Region, such as the official residences and commemorative sites. The National Capital Commission is accountable to Parliament through the Minister of Canadian Heritage.

The main role of the National Capital Commission’s board of directors is to oversee the corporation, and ensure that it meets its strategic objectives. This includes: ensuring that the corporation’s resources are used effectively and efficiently; monitoring, evaluating and reporting on performance; and fostering relationships between the National Capital Commission and other levels of government and the public.

The Chairperson is responsible for the proper conduct of the Board meetings in such a way that the Corporation carries out its mandate and objectives effectively, ensures good value for public funds, and holds management accountable for its performance.

Per diem: $310 - $375

Annual retainer: $8,000 - $9,400

To be considered for this position, please provide examples from your career that clearly demonstrate how you meet the following requirements in your application:

Education and Experience

  • A degree from a recognized university in a relevant field of study or an acceptable combination of education, job-related training and/or experience;
  • Experience serving as a member of a board of directors in the public sector and/or a large complex organization, preferably as a chairperson;
  • Experience in dealing with all levels of government, preferably with senior officials;
  • Experience at the senior executive level within the private or public sector;
  • Experience in the execution of transactions involving the acquisition or sale of commercial assets would be considered an asset; and
  • Experience in the development of strategies, objectives, plans, best business practices and in corporate governance.

Knowledge, Skills and Abilities

  • Knowledge of the mandate, mission and activities of the National Capital Commission as well as the legislative framework within which it operates;
  • Knowledge of the roles and responsibilities of the Chairperson, the Board, and the Chief Executive Officer of a Crown corporation, including the fundamental accountabilities to all Canadians;
  • Knowledge of regional interests and concerns, as well as municipal, provincial and federal impacts, and how these relate to the Commission;
  • Financial literacy, and knowledge of strategic corporate planning, public policy environments, and monitoring and evaluation of corporate performance;
  • Knowledge of the cultural, heritage and/or recreational tourism sectors, or of the evolving public expectations regarding the Commission;
  • Ability to develop and maintain effective relationships with the Board of Directors, the Chief Executive Officer and the Commission’s management, the Minister of Canadian Heritage, her office, the Deputy Minister of Canadian Heritage, and the Commission’s key stakeholders and partners to facilitate collaboration in the planning and development of its programs and the Capital;
  • Ability to anticipate emerging issues and trends, and develop strategies to enable the Board to seize opportunities and innovations;
  • Strong leadership and executive-level skills to foster debate and discussions among board members, facilitate consensus, manage conflicts and synthesize multiple viewpoints into a sound decision making process;
  • Superior leadership and management skills to enable the Commission to accomplish its work effectively and with a national perspective; and
  • Superior communication skills, both oral and written, and the ability to manage communications with a variety of stakeholders.

Language Requirements

Proficiency in both official languages would be preferred.

Eligibility Factors and Conditions of Employment

In your application, it will be important that you confirm you meet the following requirements:

  • You are available to attend board meetings at least five times per year.
  • You are available to participate in other special meetings in person or by conference call as required. In addition, there is an annual strategic planning session.
  • You are prepared to commit 20 to 25 days annually for board and committee work, and additional days for representational duties on behalf of the National Capital Commission and to consult with the Chief Executive Officer.
  • The Chairperson is also the Chairperson of the Executive Committee and an ex-officio member of the Audit Committee, the Governance Committee, the Advisory Committee on Planning, Design and Land Use, and the Advisory Committee on Official Residences.
  • You are prepared to acquire a Top Secret security clearance.
